       libc6-dev is in build-essential.

       BTW, all my packages are built in a clean chroot, so these
kinds of mistakes are unlikely; also, all the buildd's seem to also
have built this without an issue. Did you have build-essential
packages installed?

Hmm...  I agree.  Maybe "clean chroot" should be a dependency.  ;)
No clean build system would have this problem.

It could also potentially be attributed to a quirk in build-essential, that doesn't directly specify the minimum version of libc6-dev required to avoid this problem.
