given that "puredata" recommends "gem" since debian/potato (that was
pd-0.28 and gem-0.81), the ordinary Debian user is more likely to
_expect_ "gem" to be automatically installed.

it's always hard to talk about "expectations of the user" if they are
different from ours.

i think your comparision in unbalanced.
the current use experience is "okay, I click on puredata, that brings me
vanilla, and oh, it'll add puredata-gem with it" which is quite close to
what you suggested.
and btw, "gem" is not "puredata" (vanilla) specific, hence it is "gem"
(or "pd-gem" if you want), as it is supposed to work with pd-extended as
well.
