We get the listchanges mail

- Document /lib/init/rw removal and cleanup in NEWS.

But where is the separate mail about this news item?
Alas, the user will not be sent this news,
because /usr/share/doc/initscripts/NEWS.Debian.gz did not exist
previously, and apt-listchanges can only detect changes between one NEWS
version and the next, and thus _always_ misses the first NEWS item(s)
that caused the file to be created.
Note no symlinks were involved this time.
