Almost all input method packages are in utils - optional

I mean packages like ibus-*, scim-*, fcitx-*, uim-*.

Exceptions are like -doc package for doc section and -el package for
EMACS.  These make sense.

here were override disparities found in suite unstable:
ibus-table-cns11643: Override says misc - optional, .deb says utils - optional
ibus-table-viqr: Override says misc - optional, .deb says utils - optional
ibus-table-thai: Override says misc - optional, .deb says utils - optional
ibus-table-latex: Override says misc - optional, .deb says utils - optional
ibus-table-emoji: Override says misc - optional, .deb says utils - optional

I think override files needs to be fixed to utils - optional.

All these are mostly conversion dictionary data with used by ibus via
ibus-table.  But people looking for "utility" to convert keyboard input
to localized character code come to pick up these packages.  They do not
care how this is implimented in package.  But these provide icon and
conversion utility.  The dictionary data is used by ibus-table.   Other
table based utility conversion dictionary data are all in utils -
optional.  

Please change override file.

(I know some of other ibus-* packages using ibus-table are like these.
But they are removed from testing has now.  I will not worry about
dropped packages.)
