That's correct, configuration is deprecated. This steps are no longer required to be performed in any way, except in the cases in which users are willing to start Tor on their own session. In this way, README.Debian documentation is a indeed deprecated (hence the "DEPRECATED (or so)" warning above), still, the documentation will be updated to reflex proper useful notes.
