Hm, not really. It used debhelper compat level 9 (for multi arch).
And apparently debhelper now automatically enables hardening flags for
this compat level.
That said, having hardening flags turned on for avahi is certainly not a
bad idea.

If that's the case, a binNMU would be sufficient, right?
Any reason you didn't file this as a binNMU request against
release.debian.org?
