This is seriously disturbing! ;-) Actually no, it does use invoke-rc.d to start the process. However, it has to manually start it just for the process of configuration. Once that is done the server is shutdown again and re-started with invoke-rc.d. From the log it looks like the postinst believes the setup program failed to start the server and thus doesn't shut it down which creates the problem. I will check with upstream to figure out what's going on. In the meantime I don't think this bug should prevent citadel from migrating to migrating to testing so I downgraded the bug for the time being.
