I must concur to that bug report. The only way to recover from it was to downgrade udev, which broke blutooth, but it restored regeneration of the rules.
I observed, that after I deleted the rules (after transferring one machine into another) the rules were not generated. Although new network adapter was working. I plugged second network adapter and I found out that it became eth0, which totally messed up my setup. The observed behavior was exactly like in the days before udev.
