tag 292231 -fixed retitle 292231 [NONFREE-DOC:GFDL1.1] making the entire manpage invariant is not consistent with the DFSG thanks
The issues with the GFDL aside, declaring the entire manpage invariant
is not consistent with the DFSG. This manpage needs to be relicenced
under the GPL as suggested (or jettisoned.)
