A package's existence or not is orthogonal to whether bugs are filed
against it. The BTS allows bugs to be filed against non-existent
packages; the only way to figure out if a package currently exists is
to check whether or not a package has a maintainer. If it does, it's a
package. If it doesn't, it isn't currently, or may never have been.
