Then let me clarify. I was looking at http://www.debian.org/doc/debian-policy/ch-relationships.html before submitting this bug report, and kile configures and works as a latex editor just fine without having texlive installed. Just like it works without a pdf-viewer. As it stands now, the actual "texlive" package is recommended, while "texlive-latex-base" is depended upon. But just this basic set of packages is unlikely to be enough for most users anyway.
