AFAIK, only a few ACS readers are CCID compliant to some extent. ACR38U was marketed in two different versions. ACR38U-CCID is, of course, CCID, but ACR38U, which I believe to be the most widely deployed, is not. I wouldn't know whether libacsccid is indeed compatible with ACR38U; in that case, *perhaps*, tweaking USB PID/VID lists would improve things.
