See the systemctl man page: reload-or-try-restart [NAME...] Reload one or more units if they support it. If not, restart them instead. Do nothing if the units are not running. Note that for compatibility with SysV init scripts force-reload is equivalent to this command.
SysV/LSB service have the CanReload=yes flag set. That means systemd tries to run /etc/init.d/foo reload instead. We should probably patch the systemd source to not interpret force-reload and just pass it on to the sysv init script. -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
