tesseract-ocr-dev is no longer built on top of tesseract source
package, and is planned to be decrufted from the archive.
Please replace tesseract-ocr-dev build-dependency with
libtesseract-dev.
That alone won't help, due to library rename (yay) and perhaps other
incompatible changes.
Given the way Tesseract is "maintained", I'm not going to spend a single
minute on fixing this bug.
