I noticed this same failure when I tried to build the package for Ubuntu. However, what was weird was that it succeeded for amd64 but failed for i386.

For some reason this doesn't work correctly for i386, but does for amd64 (where the tests all pass in the buildds). It would be interesting to know whether Debian sees the same behavior, and whether a better fix than just disabling all the tests exists. It might also be worth looking at cssutils 0.9.9 (which is available on PyPI at the time of this writing).
