Hello, The file debian/copyright should mention LGPL-3+ instead of GPL-3+
Maybe you should create a debian/install (or similar) file to limit the files to install instead of writting a hack in debian/rules to avoid .la and .so files. I don't know if the file /usr/lib/libgppcscconnectionplugin.a should be provided. The static library is used by someone?
