That's correct, those two fail.

None

No bindhost/vhost. Also: the networking configuration did not change.
Furthermore:

folkert@mauer:~$ host irc.eu.rizon.net
irc.eu.rizon.net is an alias for eu.iso.rizon.net.
eu.iso.rizon.net has address 85.196.81.211
eu.iso.rizon.net has address 88.190.26.141
eu.iso.rizon.net has address 46.51.190.254

folkert@mauer:~$ host ipv6.google.com
ipv6.google.com is an alias for ipv6.l.google.com.
ipv6.l.google.com has IPv6 address 2a00:1450:8006::93

So it is not resolving to ipv6 addresses where it shouldn't.

> Could you also try /znc clearbindhost?

Tried that but it did not help.
