Not fixing this is breaking this already. Newer automake versions reject 'pkglib_SCRIPTS' and 'pkglib_PROGRAMS' stanzas, so upstream packages are naturally switching to 'pkglibexec_SCRIPTS' and 'pkglibexec_PROGRAMS'. If you don't fix CDBS, then those package will just fail.
