Indeed. Reproduced. Thank you for the report. The scoring system will be adjusted to fix this. As a temporary solution you can increase the "upgrade agressiveness" by lowering the value of the 'cupt::resolver::score::downgrade' option. Say, to -1200 or even -1500.
