http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=605329 is the original bug. It seems that /var/log/wtmp is being updated by pam_lastlog, but /var/run/utmp is not, and there's nothing in the pam_lastlog manual page to suggest that it updates utmp.
