Yes, you will still need a conflict/replaces, otherwise a package upgrade might go wrong when someone has libcvc3-5-dev installed and tries to install the new libcvc3-dev. I am not sure whether this applies to your case but if you just drop generation of a binary package from a source package, but keep the source package, then old versions of the previous binary package should be automatically purged by the archive maintenance software.
