Upstream confirmed that the ftpadmin [1] script used by people uploading
to ftp.gnome.org was in charge of converting the file from tar.whatever
to tar.xz for the 0.12.7 release (and earlier).

This script seems to rely on python-lzma [2] (pyliblzma) for Xz support.
The python library seems to be a wrapper around liblzma [3] (lzma-utils).

I've not found any particular options used, but they might be hiding in
the details in any of the wrapping layers.
