GNU Emacs is affected by this bug, and a workaround has been posted
in the corresponding bug report here:

  http://debbugs.gnu.org/cgi/bugreport.cgi?bug=7791

In short, add

  exec 2> >(exec cat >&2 2>/dev/null)

in a ssh wrapper (this works at least with bash and zsh), which can
be specified in the SVN_SSH environment variable.
