Bug#661047: No quantum for inner/root classes

After exchanging emails with Martin Devara, I now know that the quantum only exists in leaf classes. 
My example was also set up badly.
The issue of disproportionate borrowing still remains but could potentially be an artefact of my test-setup in a VMware system.
