The attached patch modifies dh_installxmlcatalogs to make /etc/xml solely owned by xml-core, and cleanly removes the directory on purge.
This passes piuparts cleanly for the worst dependency blockers, docbook-xsl and sgml-data. Similar changes are needed for /etc/sgml handling by dh_installcatalogs, in debhelper.
