All information is in #275759 but the bug can be easily summarized as:

In FreeSerif, glyphs for U+2198 and U+2199 are backwards.
- U+2198 = SOUTH WEST ARROW but in FreeSerif it points south-east
- U+2199 = SOUTH EAST ARROW but in FreeSerif it points south-west
They're in the correct order in FreeSans (and other fonts).

Is there a best way for us to report bugs to you than just forwarding
it to you ?
