There's three references to $(top_builddir) in po/Makefile.in.in,
but no top_buildir = @[EMAIL PROTECTED]  If the parent Makefile uses
.NOEXPORT these will fail to resolve.  There's also a fourth
reference implicit in @MKINSTALLDIRS@, from AM_MKINSTALLDIRS.
