If a directory contains multi-byte characters, it's not possible to
access via Netrw anything directly under that directory.  Example:

  $ mkdir -p Tést/dir
  $ touch Tést/file
  $ vim .

Netrw shows:

  Tést/

Browsing into the Tést directory, you see:

  t/../
  t/dir/
  t/file

Now, you're unable to navigate to t/dir and choosing t/file opens a new
buffer for Tést/t/file instead of Tést/file.  I've tested this with
version 125f.
