extracting the attached tgz ball into a temporary directory and calling
autogen.sh results in:

gettext-0.10 but this version is older. Please upgrade to
gettext-0.10 or newer.

configure.ac:10: installing `./install-sh'
configure.ac:10: installing `./missing'

The current version is 0.17 which is larger than 0.10 so the output is
wrong.
