Sorry, the example on (info "(recode) Listings") doesn't work. Perhaps
the whole -k option doesn't work.
$ locale -a
C
POSIX
en_US
en_US.iso88591
zh_TW
zh_TW.big5
zh_TW.utf8
$ LC_ALL=en_US.iso88591 recode -k 130:233
$
By the way, in Info don't just say "run in an ISO-8859-1 locale", also
show the exact commands to reproduce.
