The reporter, Petter Reinholdtsen, has analyzed the problem and provided
a patch along with his report:
Although file no.xml exists in dblatex, setting DocBook attribute lang
to "no" doesn't have any effect, as the "no" line is missing from file
lang.xsl.
After applying the patch, the document labels seem to get localized
correctly, e.g "Chapter" becomes "Kapittel".
