Hi,

In maildrop souce teree, I see strange URL links still in some manpages.
For example:

 * maildir/deliverquota.8.in:\%[set 
$man.base.url.for.relative.links]/maildirquota.html
 * maildir/deliverquota.8.in:\%[set 
$man.base.url.for.relative.links]/maildirmake.html

Specifically, the following files have this type of buggy manpages and
they need to be build again by setting the
$man.base.url.for.relative.links.

maildir/deliverquota.8.in
maildir/maildiracl.1.in
maildir/maildirmake.1.in
rfc2045/reformime.1
rfc2045/makemime.1
rfc2045/rfc2045.3
rfc822/rfc822.3

Although setting HAVE_SGML_TRUE via configure script in the build
process may update manpage files and fixes these manpage files, it is
nice to have these manpage files fixed in the source tree

You have fixed this for reformail.  So these are just oversight of
committing the updated files to VCS, I suppose.
