Subject: fails to run `debian-startup' with emacs20_20.6-2

Package: emacsen-common
Version: 1.4.12
Severity: grave
The recent update (20 June) to potato causes emacs20 20.6-2 to fail to run
`(debian-startup 'emacs20)' on startup; emacs proceeds immediately to load the
user's startup file (~/.emacs). Adding the call to `debian-startup' to
/etc/emacs/site-start.el restores emacs20's behavior to normal, as far as I can
tell.
This is a puzzling bug that may involve other packages.
I ran dselect today to install a bunch of new packages. All the packages that
I checked in this set of updates have ChangeLog dates of 20 June.
Dselect indicated a conflict between the new emacs20_20.7-2 and the package
w3-el-e20_4.0pre-46.6, which was not recently updated. Dselect told me that
the w3 package depended on emacs20 <=20.6-100. This seems wrong, since
w3-el-e20's dependencies look to me to permit as an alternative (i.e., with
"|") emacs20 >=20.6-0.1. Is there an "epoch" number in the Debian-version
string that I am not properly taking into account? I think probably so, since
I would guess that there is more likely to be a problem with innappropriate
version strings in w3-el-e20's dependencies and/or the recent release of the
emacs20 package, rather than such a basic error in dpkg (at the same time,
there was a minor update in the dpkg package to 1.6.14 from 1.6.13).
In any case, the above problem is some kind of bug, which I have NOT otherwise
reported, which in order to get around led me to "hold" emacs20 at 20.6-2, so
that I would not have to de-install w3-el-e20. Dselect permitted the upgrade
of emacsen-common in this situation, which I am guessing is the cause of the
consequent failure to run `debian-startup', though I am not sure.
Emacsen-common seems to me to be the only relevant package I upgraded.
