No, it isn't - I missed that.

I think it should be an ordinary conffile. The update-fmtutil mechanism
that uses the files in /etc/texmf/fmt.d/NN<package>.cnf was exactly
developed to allow files to be treated as conffiles.
So the elif part should be removed, too.
