It happens when texlive-latex-bin's postinst is run, which runs
fmtutil-sys --all.

I don't understand why it didn't happen before.  It seems that this
happens when jadetex is installed together with teTeX, and then during
the upgrade to sid teTeX's info about latex is removed before texlive's
is added.

And it can happen in any situation again, we have actually two bugs
here:

- We should to prevent jadetex from trying to be created when no latex
  information is present

- we need to do something about the fork bomb.
