* BUGFIX: create /tmp/fai only when DO_INIT_TASKS
/tmp/fai was created, but not used when performing softupdates and not 
removed afterwards

basically, this violates policy 10.4, because:
     Any scripts which create files in world-writeable directories (e.g.,
     in `/tmp') must use a mechanism which will fail if a file with the
     same name already exists.
