Yes, that's where it broke. We moved mpicc and friends from -bin to
-dev.

The symlinks work perferctly fine.
To reproduce the problem, uninstall all packages dispite libopenmpi-dev.
If you run mpicc.openmpi then, it's missing mpicc-wrapper-data.txt,
which is in openmpi-common. (As you wrote already.)
Installing -common makes mpicc happy and everything compiles nicely. So
we simply need to add a Depends: openmpi-common to libopenmpi-dev.
See my other mail to the maintainers list for more details. I can
understand the confusion, though. Have been there this morning. ;)
