I think they don't _have_ to, but the AMD64 builder for the -1 and - -2 versions of 0.9.51 (according to buildd.debian.org) ran debian/rules build, rather than just debian/rules build-arch It _does_ only run the binary-arch rule, rather than the full binary rule.
