It seems that you were (are?) running a custom-built kernel.
You are missing the ipt_ULOG module; without that, ulogd can't
communicate with the kernel and that is why ulogd fails to start.
Please use either Debian's kernel or add the ULOG netfilter module to
your kernel configuration.
