I was mailed to buildd admins, two of them removed the bogus build dependency. Two of them is not. On the other hand, vice is an all round Commodore emulator, don't know if it's for s390. Thus I may agree with the one who said it's not for s390, but you decide if you want to re-enable it for s390 or not.
