since I updated my pbuilder chroot today (including dpkg 1.14.16.1)
every package I build has a broken Changed-By field in the changes file.
Before it contained my last name in proper UTF8, today it contains my
last name with "UTF8-in-ASCII", i.e.

This marked my last uploads as NMU with wrong version number, thus I set
