As you might notice openoffice.org-core (which contains unopkg) was not
even unpacked yet (although -voikko depends on it..) when
openoffice.org-voikkos preinst is ran - so the old unopkg from
etch is used which does not know those -env options yet...
As far as I see you have two options:

only run with -env when upgrading from something equal or greater than
1:2.3.0~oog680m1-1 [1]
