This is indeed odd. I definitely had 1.10-38 installed and it didn't
pull in netcat-traditional. Weird.
I manually verified the package on ftp.debian.org and it is OK. I'm
therefor closing the bug.

I just re-installed the netcat package to make sure it really only
contained the mentioned files, and this is true at least for 1.10-38.
Judging by the package description, that is intended.
