Then something is wrong in your dselect state or your apt preferences.  The
current version of request-tracker3.4 in testing is 3.4.2-4, and depends on
rt3.4-clients 3.4.2-4.  The current version of request-tracker3 in testing
is 3.0.12-8 and depends on rt3-clients 3.0.12-8.  This error message
indicates that dselect is trying (at least in part) to pull packages from
stable, and getting confused in the process.  That's not a bug in either of
the packages that you filed bugs against, AFAICS.

Inconvenient dependencies are not a grave bug (especially in web application
packages, where they're de rigueur).  It is worth a bug report, however;
downgrading the bug reports accordingly.

This was a conffile present in the sarge version of request-tracker3 that
has been removed from the version of the package that's in etch.  If this
file was removed in error, then this may qualify as a release-critical bug,
but the changelog strongly suggests otherwise:

request-tracker3 (3.0.12-8) unstable; urgency=high

  * Removed all mention of modperl2 support as the latest upload of
    libapache2-mod-perl2 is incompatible with request-tracker3.
