As discussed on IRC (where someone apparently already had suggested it):
My suggestion for *lenny* would be to work around this bug by adding a
dependency on "ipsec-tools (= ${binary:Version})" in racoon, since they
are both built from the same source package.
That would prevent the mismatch during (half) upgrade and be a minimal
change as possible suitable for a freeze exception.
