Policy 10.7.4 says "The related packages _must_ use the provided program", which I suppose is the justification for the original "serious" severity level. But that assumes that the program is provided, and it is not in this case. The policy only claims it "should", as in "The owning package [sysvinit in this case] _should_ also provide a program", hence the wishlist status for #512821.
