Hi!
A part of uploading kde4 to unstable is replacing the kdesdk kde3 source
package with the version from kde4, and thus libcvsservice goes away.
As far as I can see, a kde4 based kdevelop is not yet ready when we go
kde4 in unstable.
A temporary solution, until kde4 kdevelop is ready is to build kdevelop
without libcvsservice. (it builds fine, but lacks cvs support then)
This bug will become RC when kde4 gets uploaded to unstable, soon after
debian lenny release.
