violates policy 2.2.1 (package in main depending on package outside of main).

There is no such 'postgresql-8.2' package in Lenny (or in Debian). It should
either depend on 'postgresql' (or 'postgresql-8.3' if it must be versioned).
You can get around the issue by installing postgresql-8.3 and the other
Recommends and then installing otrs2 without recommends.
