That comes from the ia32-apt-get prior to version 15, which was in violation of policy by modifying the sources.list directly. Version 15 introduced a new way that leaves all conffiles as they are and only creates new ones with a clear prefix to avoid name clashes. Updating from <= 14 undoes the modifications to sources.list by restoring the original file. So that is what you are seeing.
