reassign 535367 debhelper retitle 535367 dh_install: Doubles top-level directories thanks
After a bit more investigation on the bug, it appears that it's dh_install that's installing debian/tmp/usr to debian/sgml-base/usr/usr. I also see the same thing happening in a build of debiandoc-sgml (at least).
